Paavo Heikki Karttunen (s. 27. helmikuuta 1951 Sotkamo)[1] oli Kankaanpään kaupunginjohtaja vuosina 2003–2016[2]


Karttunen oli Puumalan kunnansihteeri vuosina 1978–1981, Vetelin kunnanjohtaja vuosina 1983–1984 ja Nivalan kunnan-/kaupunginjohtaja 1984–2003.[1] Hän on puhunut Kankaanpään ja Lavian kuntaliitoksen puolesta.[3]
