Kleisthenes (m.kreik. Κλεισθένης, Kleisthenēs; n. 570–507 eaa.) oli ateenalainen poliitikko ja kansanpuolueen johtaja. Hän kuului Alkmeonidien sukuun ja oli sukua tyranni Kleisthenes Sikyonilaiselle.


Kleisthenes toimi Ateenan arkonttina vuosina 525–524 eaa. Häntä pidetään Ateenan demokratian perustajana tyranni Hippiaan karkottamisen ja Ateenan tyrannian kauden päättymisen jälkeen. Kleisthenes uudisti Ateenan valtiomuodon demokraattisesti vuonna 508 eaa. antamalla ekklesialle eli kansankokoukselle ratkaisevan aseman tärkeimmissä poliittisissa kysymyksissä. Hänen uudistuksiaan olivat myös bulen eli neuvoston uudistaminen 500-miehiseksi, Ateenan aluejaot fyleihin, trittyksiin ja demoksiin, sekä ostrakismos.[1]
